Karen Sparapani, community outreach director for the Elmbrook Humane Society, plays Monday with Pepper, a 4-year-old pointer Labrador mix, while at the shelter. Some humane societies in the United States have reported seeing more pets be surrendered by their owners, who can no longer afford the animals.
